Go to FAQ's and search for ignore list. It gives somewhat of an explanation. I dont see how they would know unless they tried to pm or send some kind of message. Then they will be blocked from doing it.

You click on a member's user name and then click on their profile and on the left you'll see the prompts. One will be 'add to ignore list' and you're done. Most boards use a similar system.
