International (parts) shipping? Help a newb out?

I guess I'm on hold for the moment, things have gone quiet on the German side.............

Sold a Service Manual to a German. It took 2 months. They were mad at me, but once I drop it off, there isn't anything I can do. The USPS website will say it's in Chicago for a long time, and then all of sudden it's delivered.
