Is The Right Fender Flat Under The Emblem?

I removed my Chrysler star emblem to have the fenders painted to match the new hood, also painted. The previous owner painted the car. So, there was paint under the emblem which, was a pain to get off since it was clear coated over and left a slight indentation under the emblem.

Anyway, I went to look at the car today and there was an indentation where the emblem had been. The painter wanted to argue that maybe the metal already had the indentation for the emblem. I told him I would ask the experts on FBBO and get back with him. Obviously, if the fender is supposed to be flat in that area they will have to repaint the entire fender.
 
Yep. No indentation. Just stuck on.
 
If the paint shop would have GUIDE coated & blocked the fender, the low spot would have stuck out like a sore thumb. Then they could have called & asked if You wanted it left or leveled.

They noticed the indentation but since they weren't sanding to metal left it in assuming it was supposed to be there like some other cars.

They are not a restoration shop or a Mopar specialty paint shop either. They came highly recommended and do work for several large dealerships in the OKC metro.

Lesson learned. Now I'm just trying to get them to finish the job in an acceptable fashion.

I've been back there 4 times they said the car was ready and found flaws in the paint and areas where they didn't wet sand or buff it sufficiently. Somehow I missed the emblem issue the first 3 visits. I must have been distracted by all the other issues. They are getting frustrated and so am I. They offered to discount the job so they wouldn't have to repaint the fender again; it's been painted 3 times already and still isn't good enough. On a more positive note, the T5 copper metallic paint looks good; it's smooth, no orange peel with the exception of the areas I pointed out, and matches the rest of the car.

With 3 paint jobs there is probably enough material to block it flat without any extra fill. I'm guessing that the paint is base coat/clear coat? Block sand the area flat, some fill & prime if necessary, dust some base coat on area, reclear the fender. Good luck with outcome.

Yes, base/clear. I'll take a photo later and post it. The car was Y2 Yellow from the factory and had one repaint color change to T5 Copper. There is a whole lot of layers on there causing the depression.
 
I just got back from the paint shop. BTW, it's ECL Body Shop in Moore, OK. After a prolonged argument and an offer to leave it for $300 off, to which I said no, they agreed to fix the emblem area and repaint the fender.

Here's how it looks now including the marks the razor blade made when I cut through the clear coat to remove the old emblem. The funny color contrast is a reflection of the grass it was parked on.

If they were a little ambitious they could have felt the backside easy enough to know the area should be flat.
