Chances are it needs honed & new rings, running rich will wash the cylinder wall of the oil & cause the rings to wear very fast

All compression tests wet and dry were in spec all cylinders. Leakdown test also passed on all cylinders.

Possible you have one cylinder with broken oil rings? Maybe try pulling the wires one by one to see if it stops smoking.

#2 cyl , wall looks pretty freaking rough after enlarging the pic.
May be something on it, but looks pitted to me.

Might just be the pics and the flash, but if the cyls actually look like the pics, then I would say glazed from gas washed and it needs re-honing at the least as cdr also mentioned.
