Welcome aboard ... Excellent purchase ... welcome to the 64 Polara club ... it looks like you will be dealing with the cowl issues just like the rest of us.
 
I didn't see anything around the cowl. Did you see something in the pictures I didn't see?

Could just be my old eyes but I think I see rust stains along the seam between the cowl and the firewall ... the seam below the voltage regulator
 
I think it was just grease and dirt. I looked the car over pretty well and the only rust was on the top of the quarter below the drip rail.

I plan on going to bare metal so I guess I will find out

I added a couple more pics to the link above. I am starting to rub on the paint, amazingly the original paint is coming back.
