I put the harmonic balancer on and with only the cam and lifters in. With a torque wrench i notice while everything spins free it takes about 25 foot pounds according to the wrench to spin it over. Does this sound about right

With pistons/rings, that doesn't sound bad to me. Did you spin the crank by itself once it was in place? That will usually spin very easy and but if not, things are not so good.

Yes i spun it by hand and it was very easy to do and thanks for getting back to me

If I recall a new engine is double that. I'd say 25 lbs/ft is good.
