Need clarification on pushrod length measuring

Installing adjustable roller rockers and using hydraulic lifters. Do the lifters need to be pumped up to measure for length. I know the lifter has to be on the bottom of the base circle. If the lifter is "collapsed" do you add to the length? Thanks.
 
I take the cup out of the lifter and make a spacer then put the cup and snap ring back in. this way you can use the light springs on the valves and with the adjustable push rod you can see the tip of the rocker on the valve. I do have a lathe so it easy to make a spacer.
 
The lifter should not be collapsed when you measure pushrod length. The same is true when you adjust the valve lash.
 
Using adjustable rockers, it's a balancing act, for push rod length.
Needs to get the wanted pre-load on the tappets, AND position the adjuster right, in the rocker arm itself.
