69 roadrunner the speedometer is stuck at 100 speedometer cable was changed. I was told the speedometer spring ? needs to be replaced. I don't think I have the knowledge to take that cluster out with the wires . And how to fix that spring. If that what needs to be done.

Time for a new "used" speedometer. The spring is on the front. There is also a plastic bushing that is probably broken. Common problem.

So can you replace the spring and bushing. Or the whole gauge cluster

The speedometer can be removed from the cluster.

I'm not sure if there are speedo repair shops anymore?

I used to "fix" speedometers back in the day. Just get another used speedo.
