I just got a 1969 Dodge Charger. The car was disassembled and came with a 440 and 727 out of another car but no torque converter.

The cam may of went up one step but no more and the only other mod is an Edelbrock intake that I know of.

Can anyone recommend a strong dependable Torque Converter?

A quality rebuilt unit would be fine/cost effective for you. Talk to a local transmission rebuilder.

Economy price decent quality I would go with a hughes,
Performance custom convertor I would do dynamic or PTC.

Make sure its balanced for your engine. 69 should be internally balanced if it's a steel crank engine of that era...cast crank engines take a different convertor.

Stock 440 magnum converter will be fine there are two sizes and the affects stall ratings , check part numbers and get what suits your needs.

I found this:

TCI 12” pn 141500 Saturday night special converter approximately 2500 stall behind mild big block/727 little use like new. $200

Would this work?

Does anyone have any experience with TCI?

I have heard more bad than good about TCI converters installed in Mopars.

A little more you can get a new one with a warranty. I personally would spend another 50 bucks and run 2500...unless you have 2.76 gears....then I would do the one above. Any more then a 2500 stall I would be calling dynamic or PTC.
We have had some bad experience w aftermarket convertors...generally you get what you pay for.. I probably would not buy a tci or B&m new or used. It may be fine. Hughes has a good reputation for the price.
