On a 69 Chargee, what is the rectangular hole cut out in the front fender aprons? The best I can figure is an access point for control arm adjustment.

Thanks! It appears there is room to do adjustments in the engine bay. Is it foolish to weld these access points up?
 
I appreciate it the link. My goal was to smooth the existing holes for a cleaner engine compartment. I removed the a arm bolts without using the holes, so I'm trying to prevent a silly mistake.
 
When you take your car for an alignment and the car is put up on the machine, the tech will access the upper control arm bolts through the fender, from outside in using these holes. If you cover them up, I'm assuming his job will be hell then. But your car.
