After a rebuild, twice, the pump works but only at well above idle speeds. The rebuilder is baffled. Ideas please!

Same thing happened to me. TRW pump on 1964 Polara.
Re-builder issue. Are you the one re-installing? I know what a pain this is......but you may need to go through it yourself......and check the parts.

What type of pump is it? The pump on my 67 has "slippers" on the rotor that pump the fluid. The symptom you describe is consistent with my experience when I installed them backwards by mistake one time. Pump would only generate pressure at high RPM. The notches have to face the right way as shown below.
