noisy TRW pump after rebuild

After rebuilding the TRW power steering pump in my 1968 charger with a 383 it makes some noise when cold. it also howls under a load at low RPM's. Has anyone encountered this issue before; nothing looked damaged during the rebuild. I did the work following a you-tube video, and after saw in the comments that 2 of the fins might have been installed wrong..... I put all 4 in the same direction like the video, can this be the issue? The video helped a lot, but you never know if it is the right advice. Maybe I bled the air wrong or something; but I do not wanna cause more damage. If the pump is done what pump and brackets should I replace with, matching parts for this car is a nightmare lol? thanks...

What fluid did you pour in the system? Did you flush the box?
 
There is a right and wrong way of putting those vanes in. One edge has a chamfer, and the other does not. Consult a Factory Service Manual. I have had a lot of trouble with my TRW pump on my '64 Polara. I suspect my rebuilder may have installed the vanes improperly in my pump. I have very little assist at low speeds.
