oil pressure/temp guage problem 70rr

what would cause the oil pressure guage to rise with the key on and car not running,and i think the temp guage is registering higher than than the engine temp.this a stock 70rr ralley dash. thanx

ok i think i fixed the problem.i added a ground from the cluster frame to the steering column and it quit.

cluster frame should have been grounded with either the dash harness or the screws holding it to the frame....
