Passing gear wont engage, kickdown?

My 72 charger with a 69' 383 and 727 matching the 383 wont engage passing gear and seems to short shift a bit. We made sure the kick down was fully engaging when the throttle is to the floor but no change. Any ideas?

how do you adjust it? we made sure that the rod was pushing the lever all the way back when full throttle how else can you adjust it?

At the carb,you should have an adjustment on the rod
