I'm goin' WAY out on a limb and say...Simca? I seem to recall a Chrysler connection,and that does have Hemi styling cues. Looks a little like an Ardun setup as well,except for the intake design.

It's really a bit of a "big To do" for such a small city. Complete with foo foo 1920-1930s Rolls-ish stuff and wine and caviar. There was a whole two blocks worth of BMW's that no one was looking at. I think there were 12 city blocks plus the lake area blocked off.
