Power steering gearbox question

With the front tires off the ground, I loosened the two bolts and it wouldn't budge at all, left, right, back, forth, nothing. Tried a small prybar with a tiny amount of force, nothing.
It did leak a little fluid.

Tightened the bolts back down, started car, wheels still off the ground, steering wheel doesn't move at all in any position.

Don't know what the deal is, but the issue is gone.

It probably moved enough to make a difference.....it doesn't take much at all. If it moved .010" it will make a difference.
