I wouldn't let the power steering hold you up too much, it can be done on the car pretty easily.
Did you try smacking the center bolt head with a ball peen hammer? The shock will usually break it loose.Decided to take the pulley and brackets off to paint them.
Pulley is being stubborn.

If a guy is careful, is it acceptable to use a little heat?
Are you going to reseal it (very easy and kit is inexpensive). If so I would not hesitate to put a little heat on it.I know my killers probably a bit bigger than the required puller put it's what I have one hand.
I'll try wacking the bolt head.
Maybe if it sits for a few hours with tension and penetrant?
If I were to use heat it wouldn't be on the shaft
