Question about 64 Dodge Polara parts need identified

I could use some help from anyone with a 64 Dodge Polara (and perhaps a 65 Dodge Coronet).

I have included two photos of two parts that I need identified. I am reassembling my car and for the life of me I cannot recall where these two parts go. They are thin sheet metal.

They look like the trim that goes around the rear license plate.

I've been trying to see how it fits back there and there are no holes in that area that match the holes in the two pieces. I did all the paint and body work and there was no welding done in that area.

I think I know where they go now. I need to remove the taillight assemblies and I bet I find the holes under there. Thanks again for jogging the memory.
