Question regarding stock steel rocker arms/lifters

Doing final assembly on an engine. Installed the rocker arm assembly, new stamped steel rockers, new shaft, new hydraulic cam, new lifters. Did not prime, soak or pump up the lifters as per instructions. Torqued the hold down bolts.

Will the lifters pump up when I do the prestart oil priming enough to open the valves?

Yes,it'll just take a while. Hope you did add break-in lube to bottom&outside of lifters,cam lobes,main& rod bearings.
