On the passenger side header on a 63 880 what is the peice that bounces back and forth on the spring attached to the header ?

And could that be why my motor is have trouble idling when im stoped or braking?
 
It's called a heat riser. Holds back the exhaust just a bit while the engine is warming up. As the spring gets hot it opens the dampner. Like a dampner in the wood stove pipe. As long as it's working freely it's ok. It's when they rust in the closed position is when you have problems with a restricted exhaust on that side.

As for your idle, check your points for proper gap or dwell. Check timing with a light too. Think simple first.
 
If you mean the stock exhaust manifold, you're probably looking at the heat riser valve. It is there to help warm up a cold engine by forcing some hot exhaust gasses through the intake manifold. The spring allows the valve to fully open under power so it won't be restrictive.

It will not affect your idle, you may have other issues.

The cross over could be plugged so your choke does not come of quickly and your carb is cold
can cause bad idle
