Check and see if your car is coded for an optional radio. When I bought my new 1969 SuperBee, it did not have a radio. When I asked about having one installed, the salesman explained that when a "Hot Car" (salesman's term) was ordered for inventory, as mine was, it was never ordered with a radio. He went on to say that if a radio was ordered, the front fender would be punched for an antenna. At this time, rear fender aerials were popular, so if someone wanted this, there would be a hole in the front fender that would have to be filled. Some people simply put a chrome plug in the hole. In my case, I marked where I preferred my antenna mounted on the rear fender. I paid the option price for an AM radio, and it was done.
A "no radio" car could have had a radio and antenna added later in life, possibly when non-collapsible antennae were the norm.
