Rear Floor pan removal

I am removing the Floor pan and hit a couple of snags.

1) there are 3 bolts on the middle hump and 2 go through the passenger side pan, I have not had a chance to look underneath. But, are these for the rear tranny mount?

2) What is the best method to break the weld seams along the front corner, nearest the door?
I have a weld running right where in the area shaped like a bowl.
 
What car is this on? Generally, mounts like that are usually for exhaust hangers and not for a trans cross member or anything to do with the trans mounts. And the weld doesn't look to be a factory weld....
 
It is a 73 charger and it is the stock pan.
 
Got underneath Saturday and it is a 'C' shaped block of steel. Looks like it is there to protect the tunnel from a broken driveshaft.
