Sagging headliner section, how to fix?

64 Fury wagon, this is exactly how I got it, with the lens in the glovebox.

What is the best way to fix this section of headliner?

It is still in one piece, unfortunately it's bent down at the thinnest part next to the hole for the light.
It is a little dry/fragile, but it can be pushed up a bit, yet I'm not convinced the bows and screwing in the light will hold it up without it tearing lose. The panel seems attatched to the insulation, so pulling it out seems like a bad idea as well.

If your budget does not include replacing the headliner, buy a can of 3M Super 77. Before applying the adhesive I would cut a cardboard (or other stiff material) template to support and "push up" that section of headliner. Use this template along with some blocks/ribs and tape to secure it after spraying the adhesive. Leave it overnight...or a few days.
 
If it's warped, you can carefully remove the strips on both sides of it. Remove the trim at each end first. Then pulling down on the center of the piece it can be removed. Do what you want to take care of the warpage and reinstall.

It looks like it just pulled loose along the one edge. You can carefully remove that strip. Get the board back into place and reinstall the strip.

So I got the ceiling panel up but I'm not sure how the light/wire are installed.
khryslerkid's pic of his light shows it's installed above the panel, into the panel, and a cut out area for the wiring.
Mine does not have the cutout, and installing above or below the panel leaves no route for the wire to the bulb. Bulb socket is riveted to mount.
Strange part is there is what appears to be a line in the insulation where the wires were halfway to the middle.

Anyone have a pic of a 64 Fury or similar ceiling light w/o the cover/trim on it?

Maybe hold the lense cover up to the bracket to see how it fits together, might give you a clue how the bracket goes in the panel.
 
I think I figured it out. The ends go above, the sides below the panel. There is an extremely small cut out in the panel on the corner, behind the bulb.
It's awkward to route the wire that way, but I got it to work.

BTW, I used 2 strips of flat aluminum between the white strips to hold the panel up, bent at an upward angle. The panel isn't wide enough to stay up, anymore, for some reason. With insulation between the panel and roof there really isn't anything to glue to the panel to keep it up. At least it's up now.
Next issue, can't find an led bulb to match the original W104 bulb, to eliminate the extreme heat next to the dried out cardboard ceiling.
