Seat belt support proper way to weld on

I was wondering the proper way to weld front seat belt bracket on, is it pic one or pic two

I took a weld cutter and cut four holes surrounding the bolt hole in the floor and then using a C clamp held the plate it in place, then welded the plate in by welding the holes up it appears secure, i wasn't sure but you couldnt pry the thing off.
 
The welding I have figured out its the proper should they sit the long way or the long way pointing up
 
My 69 roadrunner and my son n laws 70 charger were length wise. The long way level with the floor. (Pic one), I apologize I didnt pay any attention to your pics lol.
 
It's the tunnel location I was trying to figure out thanks for pics n info
 
I'm just putting them in to keep you held in once I get the car rolling lol
 
picture one & as suggested best way is drill 4 holes in the floor about 1/2 inch in from the bracket edge on each corner then get someone to hold it or clamp it from the outside and weld 4 spot welds from the inside floor as the bracket strength is the floor pan not the weld
