On the headlights.
You should be able to hot wire the motors to see if they are good.
Reach in behind the grille and unplug the motor. There is 3 wires on the connector. A ground, one for open and the other for closing. The up and down terminal is ground.
Run that one to the neg post of battery. With another wire connected to positive post touch the wire to one of the other terminals briefly. If the motors are good they should rotate.
