I'm willing to bet the 427 is a little tired. But more importantly? That roller cam in the Hemi. I'm guessing near .525 lift? If matched with valve spring? That will wake up a street Hemi. Even with stock exhaust manifolds.
Could be a little tired - seems he has spent more time in recent years on his 427 Corvette and a Camaro he was building when he has time. He’s kind of our go-to guy in the area for setting up rear ends, going through transmissions, engine repairs and other stuff guys don’t want to tackle themselves.
