Spacer on my upper control arm bushing

Has anyone ever seen this before? I have a 1968 Charger while I was stripping down the suspension and removing the UCA Bushing I noticed a spacer on bushing on the inside of the Control Arm. I pressed the bushing off and am wondering if I need to press the new bushing through this spacer as well or just the control arm? I have never seen this set up before but it was consistent on both sides. Please help???

My 68 Charger had them also. I put em back on. I Know they are a stiffener of sorts but don't know what other cars had them. Mine was not an R/T but had the 383 Auto from the factory. I'd put them back on. Can't hurt.
 
That was to strengthen the UCA pivot point on the bushing, on heavy-duty usage, such as taxi/police.
 
Why on 68 Chargers then? I've never seen a Charger in either of those dutys. I wonder if Big Furys and Polaras had them. Another Mopar mystery

Looks like it's there to help keep the bushing in place? Seems to me if it was to help strengthen the pivot point area, it would have been welded to the control arm. And why couldn't someone weld one onto the UCA to help strengthen that area? I guess it would still help even though it's not welded once it's sandwiched into the mount on the car and tightened up.....
