Starter relay

Sounds like the starter solenoid was either hung, or electrical connect (no, or weak power) to it. It's the small wire from relay to starter.
Solenoid is what kicks the starter gear out to the flywheel.
 
I was just going to say, don't overlook the solenoid. Probably more likely than the Bendix.
 
Embarrassed to admit to this but it’s the only way to clear up this issue. I neglected to say the plugs were out of this motor when I had this (supposed) problem and it actually was turning over all the time. Couldn’t see this from inside the car and it was spinning over so fast I thought the starter didn’t engage. Egg on face but at least this issue isn’t something I won’t have to worry about in the future. Thanks for all the help anyway and boy does this starter crank.

Hehe, that IS funny, but don't sweat it. We've all made dumb mistakes at one time or another..............whether we admit it or not.
 
I had a similar problem, the cure wasn't so obvious but I repaired it. I had to remove the cover plate on the solenoid of the starter to discover that the feed wire inside had broken. I probably spun the terminal (that the solenoid wire connects to externally) wrapping and breaking the wire inside. If this is your issue ( burnt or broken ) you'll have to remove the starter anyway so you may as well resign yourself to changing it. IMO a Powermaster with an adjustable base or MSD with the same is best to use with TTI headers.
I have a generation 1 RobbMc starter on my 440 with 2 1/8 TTI step headers. When I called TTI they said the starter that fit the best with their headers was a RobbMc. The idiot who built the car put the 2 1/8 TTI step headers on however when I looked on the TTI website the 2 1/8 headers are mean't for raised port heads and this guy put in a 440 source stroker kit with 440 source stealth heads. The starter was not clocked properly and the solenoid was sitting up against one of the header pipes and there was only a thin layer of insulation between some parts of the header tube(s) and the starter. The car now starts intermittently and when it doesn't start all you hear is a buzzing sound until you try a few more times and then the bendex engages an starts up the car. When I called RobbMc they said to test out the starter relay as it may be shot. Haven't tried jumping the relay yet to see if the car will start consistently by jumping the relay. Am hoping the issue is in a faulty relay as like Hanover Mopar said changing a starter when you have TTI headers is a bit*h. Just to get at the starter to reclock it required removing the driver side header. I did try a Powermaster, Mopar Durango and Dakota starter and they wouldn't fit due to clearance.
