Is there supposed to be a cover over the the turn signal switch wires that run under the steering column on a 74RR? My car has the wires exposed.
 
Yes. They look like a thin metal trough. Two screws hold it on one end & being squeezed between column components holds the other half

I may be missing something but that doesn’t show installed on the outside of the steering column. Do the wires run on the outside or inside of the column?
You asked about a possible missing cover, wiring is routed as pictured, under/outside the column tube and under a plastic cover on the bottom of the column. If the wires are exposed between the column support bracket and the lower section of the column head then the wiring cover is missing.

Not.. the cover is there to hide harnesses and is clipped not screwed/bolted to anything. Harnesses leaves after the underdash bracket.
 
Mmmm I can’t recall screws on mine… but, well…. Looooong time ago since I dissasembled mine, so my memory could be wrong

My 74 does not have screws and runs thru the retainer out the bottom. My 71 has the screws.
