Stiff brakes with new engine.

all I have reasonable is one like this 25 and the ride.

At idle I'm getting about 11 in Hg. Engine rev to 2000 RPM (Ear tune) I get 17 in Hg on ALL of the large ports including the port on the intake although that one is not as smooth as the rest.
 
For all intents and purposes the vacuum is the same under the throttle blades and through out the manifold.

Yes but the only time vacuum is produced on a single intake runner is when that particular cylinder's intake valve is open. Which makes it a bit sporadic. Especially at lower rpm's.
