HELP!! I need some advice.. 1970 GTX bucket seats. I'm 6'5 so need to move the seat back, and down if possible. I'm getting the universal seat relocation brackets but curious which base will sit lower the 6way adj or just regular brackets?

Did you check to see if the seat had 'risers' ? My 66 Belvedere did. I'm only 5' 9" and sat up like I was over 6' tall.....that was a good thing in the late 60's but don't like to sit high anymore.
 
Both of above are good advice. #1 remove the 1” spacers under the seat frame. If that’s not enough, the 6-way seat frame (fits your existing seat) sits lowers
 
My 70 GTX has the 6 way adjustable seat and it gets pretty low too. No spacers under mine.
