Thermoquad 9078s no curb idle screw

Just bought a remanufactured thermoquad 9078s for my 1976 Cordoba with 400 cid. New thermoquad is missing the curb idle screw. Once the engine heats up and drops off fast idle engine stalls. I appears as though something should bolt on to the front passenger side of the carb that co tools the curb idle but I'm not sure what it's called. On my old thermoquad the curb idle screw was located on a tab above the fast idle. Would it be reasonable to drill a hole through the tab on the new card to put in a curb idle screw? If not, what's the name of the contraption I need to bolt on the passenger side to co trol curb idle? Thanks
 
Silly question, but... why not contact the Rebuilder ? Not the first time I'd hear of a rebuilder not putting all the parts back in.........
 
Thermo-Quad number 9078S is originally for a 1977 440 non-California application with Electronic Lean Burn (ELB). The curb idle screw mounted on the boss on the upper bowl cover was omitted on this and some other ELB applications. It can be added by drilling and threading at the point shown here:

Exact placement is not critical, but centered side to side, and about the same distance from the lower edge, perpendicular to the boss flat surface.

The original threaded hole was 10-32 National Fine (NF):

For the original 10-32 screw size, drill with a #21 drill (.1590").

For the applications without the idle screw in the bowl cover, base curb idle is set using the ground contact screw/lever:

If not using ELB, the transducer can be omitted and the ground connection wire is not used. The 9078S originally used this setup. Alternatively, the bracketing, screw/lever, and solenoid from a 1972-1976 Idle Stop Solenoid (ISS) setup, or a 1981-1984 Solenoid Idle Stop (SIS) setup can be used.
