No bushing on the outside or top side, if you will. When you slide your pivot assembly up in the hole from inside the passenger compartment, to install it, the only thing that sits tight up against the under side of the cowl vent panel, is a small circular 1/2 thick, foam gasket, to deflect rain water. Maybe someone has a blow up picture to give you a better idea. A picture is worth a thousand words. Hope this helped some.

Did they close off the hole on the lower cowl, where the pivot bolts to?
 
Thank god he didnt get his hands of destruction underneath and cut the bolts off. I got everything in, the body man will have to fix the hole size though.
