Throttle lever Holley 2245

I am putting a remanu'd Holley 2245 on my '76 360. The new carb did not come with the "rod" that goes through the throttle lever. So, I am trying to get the old one loose. Before I go too crazy on it, is there a trick to getting it off? The outer nut appears staked on. Inner one won't budge. Thanks,

Anybody!!!???!!! I've bent the throttle lever trying to unbolt it. Does it have left hand threads? Does anybody at least know the name of the part and a Chrysler part # so I can start looking for a replacement?
