What is the best rust covering paint?

I have used both POR-15 and Eastwood's rust encapsulater. I need to buy some more.
What is your experience with these and your thoughts on other products?

Junk! Remove rust and treat with Phosphoric, Citric or Oxalyic. Never with Muriatic which damages the metal. Then neutralize and epoxy after all rust is removed.
 
If you're working with small parts, I've found that vinegar works great! You have to be ready to coat right after you pull the parts out of the vinegar bath, rinse and dry them then coat. It's worked great for me and no rust returning issues. I use a plastic tote with a sealed cover (about $8) and 3 gallons of vinegar (about $2 a gal), might take a little longer but the parts are clean raw metal when they come out of the bath. Great for nuts, bolts, brackets, and whatever you can fit in the tank/tote you use.
 
I you use POR15 get the small cans as it turns to concrete when opened as you probably already know. It comes in 6 packs from Summit. Use the kit and directions, I am happy with the results.
