On my floorpan where the front meets the back there is some black pookie.
It looks like some kind of seam sealer, but most of the seam sealer elsewhere is white and in much better shape. This stuff is also running up the seams where the body meets the floor along the rear wheelhouses. The problem is that it has gotten a bit brittle and has an oliy outside texture. So some has became brittle and it breaks off easily, so some chunks here and there are missing. I have begun to work on the floorpan in prep to fatmat and replace carpet. So I do not know what to do about correcting this. It looks like it did not adhere very well to the primer, so it is not bare metal under it.
I'd just like to fix it right before I cover it up . I sure as hell don't want to go back after it later.

It is seam sealer. Think its asphalt based. Messy stuff when fresh. Here in the desert it dries out and come up in chunks like you said. Body supply house or Eastwood might carry it.
 
So can/should I remove the area that is chunking apartand replace with the White seam sealer that is used every where else? The white is still reasonabley plyable, is not chunking and is still holding paint.
