So i tore apart my 413, after I got done pressure washing it I found this laying on the ground, i did knock the rear cam plug out of the block also so thinking that is where this came from, does anybody know where this came from, thanks

I don't think so, it's not a gasket, it's more like a shim, it's made out of metal but I guess it possibly could be a distributor gasket, metal gasket
 
Your picture does look like the distributor gasket as noted. The early distributors used an embossed metal shim gasket instead of the rubber o-ring used later. It has a slight raised sealing ring.

It is definitely the distributor seal/gasket. Call it a shim if you want to but it still goes between the block and the distributor base.
 
My 64 Sport Fury convertible 426-S distributor still has the original one.
 
That normally goes with a factory points / no o ring so it seals, and grounds.
