Where is the flasher relay? (78 Cordoba)

Just got a 78 Cordoba from my FIL and working out the bugs. All of the lights flash correctly with the hazards. The correct lights come on (and stay on) with the turn signals but don't flash. The fuse block on has the hazard, time delay and horn relays. I've looked under the dash and cannot find the flasher relay. Any hints?
