??????????? Why is my Holley doing this

What would cause a Holley 2 barrel 4412. To have manifold vacuum at the timed vacuum port that is for the vacuum distributor advance to hook up?
Yes I do have the vacuum advance hose connected to the correct port.

Vacuum at the ported port means the throttle blade has uncovered the port at idle. Lower the idle speed and advance the timing to get your idle speed back. Assuming nothing is horribly wrong you should have the idle screw about 1 turn from throttle blades lightly seated and the timing at a reasonable BTDC number (8-12 deg). Mixture screw setting as a starting point is two turns out from lightly seated.
