Windshield Wipers..

my cars a 1970 Coronet, I hardly ever use the windshield wipers but today it was raining and when I went to turn them on, they slightly moved upward and the alternator meter tanked all the way towards d. I've never had any problems with the windshield wipers cause I've used them before, I looked at the motor and nothing looks different. Can anyone tell me what's going on? Thanks

either bad motor, or frozen wiper pivots....that's where I would start looking
 
Disconnect the motor from the harness and pull the motor off the pivot and move the arms by hand.
If they move, the motor is shot. Bench test it with a battery to check it.
