Is there a way to connect the wiper arm linkage under the dash without removing the heater box? I can touch the motor shaft with one hand but I can't add the washers and clip.

Are you trying to connect the motor to the linkage? If so, try from the top... it's tight & you might have to tape the nut into a wrench to get it started. OR, are you connecting two sections of the wiper linkage arms while they're in the car?

Sonny,
It can be done but the radio will need to be removed.

The latter. The 2 wiper linkage arms to the motor shaft that takes the plastic cam and the slip on washer/clip. all above the heater box.
