What the wires capped off for, and do I need them? I suppose I could hook it all to 12 volts and see what happens.

Are you referring to the wires in between the motor and the gear housing? If so, that is just how The wiper motor assemblies were manufactured. I know it seems to look like a DIY repair, but it is not.

If you are referring to something else, I think you will have to show us another picture.

As far as hooking it to 12 V, doesn’t the car have a wiper switch in it?

yes, those wires! The dash does have a wiper switch, but the dash is out of the car, as is most everything else! lol
