Wipers not working properly

Hi guys I have a 1969 coronet the problem is the wipers don’t work properly they go up a little bit and that’s it I don’t know if it’s a bushing problem but I want to see what you guys think I have a video of what it’s doing I don’t know if your allowed to upload videos here

Make sure the link is on the motor correctly and that none of the linkage is out of place, binding, or something stuck to them. You should be able to look from under the dash when someone turns it off and on. It sounds like its turning to a point and stopping. Then returning to park when shutting off. The noise sounds like its rubbing on something.

Ok so it’s under the dash ?

Where is it located under the dash?
 
Its also possible that one or both of the wiper pivots are seized. I would do the following.
1-Look under the dash and get familiar with the components.
2-If you see nothing obvious go to 3
3-Remove the motor.
4-With the motor off you can see if the pivots are seized. If ok step 5
5-With the motor off plug the wires on and install a ground to the motor. You can then use the switch and see if the motor functions.
I recommend getting the factory manual in paper and read. On line download is ok but nothing beats the paper manual.
