I've got a 70 Charger w/ some serious wiring issues under the dash and some guys on this very forum have suggested that I may want to look into replacing the wiring harness. I found a harness on eBay for a decent price but it is used but looks to be in decent shape but it's from a 68 will this work? Is it wise to go used on somthing like this or should I spend the better part of a weeks pay on a new one?

There could be issues with the used part, and I doubt it will even work for your Charger as I think they had some extra wiring for the doors. If you're going to go through the hassle of yanking out the old one, I'd replace with a new part. Go with the ones sold through YO, which are made by M&H, and fit/look great. I just installed one of these on my 'Runner and all the wires match the factory wiring diagram and it was just a plug-n-play...

If you have a 70 Charger, I assume you have a ralley dash. If yes, do a search on this part HU272B. Here's the description -

HU272B - Dash harness, 1970 Plymouth and Dodge B-body models with oil gauge, reproduction.

Doesn't a 70 Charger have the IGN key on the column? 68 B body has it in the dash so I'm sure it won't just drop in.

Have you checked all the bulkhead connections? That's a big issue with MoPars.

Exactly like Meep-Meep said a 70 has the column switch 68's & 69's have dash ignition switch. buy a new repo.

RE the cost of a new wiring harness- is is worth it to risk your investment of time/money/blood/sweat/tears on a 40+ year old wiring harness that has more than likely been butchered over the years anyway? One wire fire and you've more than lost the cost of a new harness...JMHO
