You have a 24.1" tall tire now.How much room do you have to grow up? 225/70 is 27.4 and 235/70 is 27.8, that is a lot of room to grow. Mind your width on the rear also. If it doesn't have a enough room maybe a 215/65/15(26") on the front and a 225/70/15(27.4) on the rear will work.

The cam you have should make good low end. It is not a " large " cam. I would degree it and see where it is. Installing it at the recommended centerline if it is retarded should improve low end and midrange.

If you are building for torque you have a good start. I will say any work you do to the heads will be returned an power/torque everywhere. For something with a good idle and plenty of vacuum something like the comp xe274 will have a stock idle,use stock rockers if needed and make torque...
The single biggest improvement IMO would be a head swap with a thinner head gasket. Something like the Edelbrock E street with 75cc chambers and a thinner head gasket would likely wake everything up significantly. No cam break in to worry about either.
You can run any size carburetor you want,however for maximum performance we would need more details on the engine,trans,rear end,and how you plan to use it. That being said any quality 850 mechanical secondary carb will give you adequate performance once tuned to your engine.
