Check the pic I probably posted while you quoted me. Note the top ends with the screws attached and look closely the license plate assembly it gets two J nuts. These are catched by the mentioned bolts throught the bumper holes

It gets two 7/16” bolts throught the bumper holes to catch the J nuts the license bracket should get. Tight to fit with the license light assembly in the middle.
