Owner has wasted $1000's in transport and registration fees. I would think there has been enough eyes on this car in person that this is a fair price given its condition.

Yes, you can get a pair of LCA bushings from anywhere including your local auto parts store. This happened to my Charger last year and had to replace them, PITA job. I would recommend poly bushings as they last longer.
IMO they don't look good in pictures and look even worse in person. Unless you are going for a modern resto-mod build (even then...), I would suggest sticking with 15" wheels.
What is your ultimate goal for the car? Street only, long cruises, some strip action? And how much do you want to drop on just the engine? Deep pockets can make any engine fast.
When I did the 392 Hemi swap in my ‘70 Cuda I went with hydroboost and Wilwood 6 pistons all around. By far the best braking system I’ve had on a classic Mopar. I just tweaked the front/rear prop valve and it was perfect.
