245 Is about the biggest I would run on a 7"rim. And they will be a bit shorter than the 78 series you have now.

If that is a pic of your motor, then that is a forged crank. The counterweight on a forged bbm crank are very rounded edges. Counterweight on a cast crank are comparatively sharp.

Top picture sure looks like a forged steel crank to me. I think you have a 67 block casting that was installed in a 69 car (the D 440) I may be wrong about that, others here can correct me.
But if it is a 69, it should have a steel crank in it, with a neutral balancer and flywheel/converter.
There are three levels of mickey drag radial. The nitto is comparable to the least aggressive mickey. Don't rule out Hoosiers. I don't know what their price structure is compared to nitto/mickey.

So.... I'd still set total timing where it needs to be, and set idle speed where it's comfy in gear, and where it ends up in park is where it ends up.
1200 in neutral wouldn't surprise me or bother me.
