1967 GTX license plate mounting question

1967 GTX license plate mounting question: does the plate bolt directly to the bumper or is there a bracket that should be mounted to the bumper? There are 2 round holes that seem like I could bolt the plate through and secure it but I want the check if there’s something missing.

Round holes or square holes? There are plastic inserts that snap into the holes. Then you use screws into the plastic to secure the tag. There is also a small body bumper that goes into a third hole to keep the tag from rattling against the bumper.

It has round holes and I have the square plastic inserts that should work. I also think I can use a through bolt and nut setup as well.
