Got me to laughin' a little. All caps,
misspellings, and a a few punctuations
shy of a clear message, but he's correct
in stating some states don't allow owner
transfer just on a bill of sale. Documented
attempt to contact the title holder is required.
cervag2004 should call his local DMV to get
the skinny.
